Install the newest release as the olivares upgrade command does and restart the engine on it (AAL3 step-up)

POST

Installs the newest release in the channel as the olivares upgrade command does (signed, verified, atomic) and restarts the engine on it; requires the administrative step-up, and the restart stops running sessions. Nothing newer installs and restarts nothing.
